ICT Project Manager / Project Lead

For a large Flemish public sector organisation based in Brussels, the ICT Project Manager will lead complex application development and infrastructure related projects. Responsibilities include leading, coaching and coordinating multidisciplinary project teams responsible for developing or maintaining business critical applications; setting up the appropriate project governance and project structure; defining project plans, quality plans, planning, documentation and reporting requirements; and ensuring projects are delivered according to agreed timelines, budgets, quality standards and technical guidelines. The role includes organising and chairing project meetings, ensuring clear reporting and follow up of decisions, coordinating internal teams, external consultants, technical experts, suppliers and business stakeholders, identifying the technical skills required within the project team, providing recommendations to management regarding required resources and expertise, and participating in interviews and selection of technical project resources. Further responsibilities include managing project risks, issues, dependencies and changes; ensuring alignment between business requirements, technical teams and enterprise architecture; supporting and coaching project teams throughout the complete project lifecycle; working closely with Product Owners, Business Analysts, Test Coordinators, Architects and development teams; contributing to project portfolio management and prioritisation activities; and ensuring projects follow the organisation's project management, Agile and governance standards. What we're looking for - Minimum 8 years of demonstrable experience as a Project Manager or Project Lead within infrastructure or software development projects - minimum 10 years of demonstrable experience managing the development of web applications or similar digital solutions - strong knowledge of recognised project management methodologies such as PRINCE2, PMBOK or equivalent - ability to share expert knowledge and coach others in project management practices - minimum 8 years of demonstrable experience working in an Agile or Scrum environment - Dutch at CEFR C2 level. Should have requirements: Minimum 8 years of experience coordinating a large number of internal and external stakeholders; strong experience with project management techniques and tools including risk management, issue management, planning and reporting; previous experience within a Flemish public sector environment; demonstrable knowledge and practical experience with ITIL; minimum 3 years of experience setting up or supporting project portfolio management; good knowledge of Microsoft Project, PowerPoint and Excel; minimum 3 years of experience with complex data migration projects; minimum 3 years of experience working with the SAFe framework.
